Yup. It is true that his Atk is his most important stat, and his speed is unsalvagable(except maybe with Hone Cavalry against a -spd Hector) but his defenses actually make him a half-decent tank, especially with Fortify Cavalry, which it looks like he's benefiting from there. 27 def and 25 res before any merges, buffs, or IVs.

A lot of them also pack Lancebreaker, which takes 46 Atk with a Brave to 2HKO (actually not as easy if you're not Cordelia/Charlotte/Effie), and Reds need like 60 Atk to 2HKO him. Even BK with Black Luna struggles to oneshot him.

That's like saying Brave Ike isn't a tank because Lilina literally oneshots him. +Atk Hector wouldn't "oneshot" him in that situation. In fact, he'd need 3 hits and he'd struggle to even double.
