I wanna build a Savage Pain healer.

Lucius comes with pain, so he's pretty easy to use. I've used him a ton and he works well. I actually run Lucius, Jaffar, and 2 dancers as one of my main arena assault teams. Jaffar with reposition so he can hit and then retreat and pull dancer back to safety.
Lucius has dazzle staff so he doesn't get countered. Works well.

Veronica is probably the best and most budget-friendly candidate. She has good offences for a healer and comes with Wrathful Staff already. But she's the only healer with a prf and it's really good so I think it would be a shame to use her for the generic savage pain build.
Out of the others would probably recommend Ethlyn, Nanna or Lucius. But really, anyone can do it so just choose your favourite.

Best for your budget is either Lucius or Azama. The reason why is because you need a 5* healer to get pain+. You can get the savage component from a 4* Camilla.
So upgrading Lucius or Azama will get you pain+ for 20k feathers. If you put it on anyone other than ethlyn or veronica you'll spend 40k feathers, and if you put it on ethlyn or veronica you'll need to give up a 5* anyway.
Lucius has bad defense but much better attack than Azama. Azama can be left in threat range of more units. So I guess which unit Will be Best for you depends on whether you're planning on running the healers with enough other people that you'll have options for how to get them out of danger.
