Honestly, I think all four of them have great qualities to offer for F2P and budget players. Hector has DC and omni-breaker, Tiki is just powerful in general and very helpful for Arena scoring, Marth is arguably the best dragon killer with his Binding Shield and Legendary Azura (just based on her skills) is the best refresher.

I did send IS a "Thank you" for unleashing the blight known as Surtr into the summoning pool, though. He's a bigger cheese character than ol' baby hands.

As powerful as Surtr is, people hate him as both an obstacle and a character (and I don't blame them for either).

Solid picks but Tibarn's not out yet. If he's crazy good, he'll probably be the V!Ike of 2019... for me anyways.

The thing about Tibarn is he'll always be in the pool. I see Hero Rises as one of the best ways to get Heroes not normally available. So I prioritize Seasonals and Legendaries over normal units. All of these picks happen to be legendaries because they all have multiple dominating effects and abilities. Maybe not so much Tiki, though, I could see her getting replaced.
