My past 10 trips to the summoning stone have yielded me seven Jagen. I've received more Jagen than 5* heroes. I think I may be cursed.

Since I already had four sitting around doing nothing, I made lemonade. He's -spd, +def. What should I have him inherit?

Distant Counter, but I fear you don't have a Hector sadly. But, in case you pull one, Quick Riposte is needed anyway, as that Speed is bad. Iceberg should be your special, of course unless you want Glacies.

Honestly, we'd have to see your box in order to judge what you should inherit.
