I have recently pulled a +HP/-def Surtr

How should I build this or should I even keep it? I Have been thinking about just waiting for some better IV's because this is pretty miserable.

40 Defense is still useable.

Using his base kit, he'll still be able to perform at a great level.

There's nothing miserable about that.

Build him with his base kit. You are lucky to have summoned one of the least balanced characters in the game. Congrats!

Mine is +Hp/-atk.
Just keep him, you can buff surtr def with a drive.
