I don't understand the Recover cooldown

"Restores 15 HP. Slows Special trigger (cooldown count +1)"

First I thought it is on the healed unit, but nothing happens with its cooldown.

Then I thought, it is on the healer but it only decreases by one, as it does with any support action anyway.

Even wasn't sure if it increases ("slows down") or decreases the cooldown as I'm confused with the +/-es.

Does anyone know how it works exactly?

"Accelerates Special trigger (cooldown count-1)."
Initial Special cooldown count takes one less turn than usual. Indicated by blue text.
Ex. Moonbow 2 --> 1, Aether 5 --> 4, Kindled-Fire Balm 1 --> 0 (wishful thinking)

"Slows Special trigger (cooldown count+1)."
Initial Special cooldown count takes one more turn than usual. Indicated by red text.
Ex. Moonbow 2 --> 3, Aether 5 --> 6, Kindled-Fire Balm 1 --> 2

Certain equipped skills on the unit will permanently increase or decrease the Special cooldown by 1. It doesn't affect the other ally units, but the one that is currently equipped with that skill. It can ether speed up or slow down the rate of activating Specials in a single map.

Certain flavor texts can be misleading sometimes. Hope this clarifies for you.
