-hp +speed Shiro

Since +atk -spd Nephenee is extremely similar to Shiro in terms of stats and role in a team, I think that it's not really worth it to invest too much in Shiro. You can build him with a budget set to make him your secondary lance tank or you can use him for def tactic/steady stance...that depends on your own priorities. I would build him, because I like having a large collection of heroes for variety and hm farming, but we all have different priorites, so it's up to you. He has a pretty good IV, so he won't be bad by any means if you decide to build him.
