Well his Atk or Def isn't harmed so I would actually keep him. He's basically neutral.

Also, since his defenses and attack aren't banes, it's almost as if he's Neutral and still useable.

+spd can be helpful if he's facing axebreaker or opponent bold fighter because his prf will cancel their forced double and he might prevent a double entirely if he has enough spd. It won't work against the faster guys such as Zelgius, Amelia, or L.Tiki, but it can tilt the matchup, for example, with W.Lissa or a PvE Laslow.
