-HP +Res Legendary Lucina usable?

I pulled an Ishtar (-Atk +Spd, kind of a coin toss there) and a Legendary Lucina (-HP +Res) earlier today and was wondering if it's considered usable. Any build recommendations? Or would her vanilla skillset with some tweaking do the trick?
