Depends, if you have or are planning to have an Armor Emblem team or need a green tank, you should keep him as the HP at least adds extra durability that would help him survive a Reindhart or other non red mages. If you have a unit that you really want to have distant counter like a Sigurd, Amelia, etc., then sacrifice him.

I don't think Hector has any bad IVs, just unoptimal ones. If you like him then don't fodder him, or wait until you roll a better one and then fodder.

If you want a green tank that can take on most ranged threat I would consider Sheena Slaying axe with bonfire / ignis and DC.
