Is a +hp/-atk Saber worth it?

I pulled a -atk Saber almost a month ago, and he's still lvl 1 cause I can't decide if he's worth levelling and giving skills to, especially considering that bane.

Could someone that actually uses Saber share some thoughts on him? I alternate between tier 19 and 20 in arena and I don't remember seing him once, but I can see some potential uses for him as a generic sword in arena assault.
