You could always bring someone with an attack buff to compensate!

I have a Celica with the same IV. I used life & death for A and desperation for B. She is quite powerful, and you can always buff her with rally/hone/spur. It is also a good idea to have an unit with ardent sacrifice who can get her back to full hp, or you could give her reciprocal aid as well so she can use ragnarok's buffs more than once. If she takes a hit, she can get into desperation range and still be deadly. We might have a bad IV Celica, but she is much more than usable!
