How should I build this bad boy

Been sitting in my barracks since he ripped all my f2p orbs trying to pull for summer Elise almost a year ago. What semi-budget build would work well with him?

(Don't have steady breath or I would've already gave it to him most likely)

Budget Build: Fortress Def, QR2, Infantry Pulse, and a seal. Close Defense, Attack +3, or Fortress Def.

Double Fortress Def's 42 Atk is ridiculously low but 48Def makes up for it, a premium build would be a stance/breath/bond/brazen A skill to keep his attack up or improve atk and def... You could also do triangle adept in the A slot and use him as a hard Blue counter in arena assault.
