How does Shield Pulse 3 works?

Pretty much the title, I just don't understand it. And is it any good?

"If unit's Special triggers based on a foe's attack, Special cooldown count -2 at start of turn 1. Unit takes 5 less damage when Special triggers."

If the character with Shield pulse uses a defensive special(Pavise, Aegis, Holy Vestments, etc.) That reduces the damage they take when it activates, they get a charge up of 2 on their first turn. When said special activates, it shaves an extra 5 damage of what they would take.

If the character has a special that activates by attacking, then Shield Pulse is a useless waste of space.

Can you use Shield Pulse to charge Miracle?

Is Saber only a 5 Star? because I want to use that to force my clerics or supports to stay alive.
