How does phantom seal work?

I'm thinking of refining my Jaffar to the antimage buff, but my Jaffar is minus Spd so he'll at most deal one hit. So with phantom seal he could get two in. But i'm confused about phantom seal. If I give him windsweep which prevents counterattacks from physical damage, can he then double mages?

No. The phantom speed seal only increases your theoretical speed when comparing it to another units. E.g. Windsweep requires you to have one more speed than your opponent. Your Jaffar should have 35 speed. If you are fighting a unit with 35 or more speed, windsweep would not activate. However, with the phantom speed seal, it would count Jaffar as having either 40, 43, or 45 speed, depending on the level of the seal. After calculating for windsweep, his speed would be reverted back to 35 for the battle. Also, the first effect of windsweep prevents follow up attacks, so no, it will not let you double anything.

Yeah, the thing i'm wondering is if it adds speed to Jaffar if it's a different sweep from the intended target. Because the point is to make Jaffar a mage killer, but putting watersweep would just make him hit once and would be pointless because that's his new skill. So if I put wind sweep will it still give him spd despite not fighting a melee?

As both Afro Man & Shininglugia already stated,

- Windsweep will prevent a follow-up attack regardless of who you are targeting. So no to your question about doubling mages while using Windsweep.
- Phantom Spd will only assist in the skill comparison between your Spd and the foe's Spd (i.e, only help for passive effects comparisons). It will do NOTHING when calculating for potential follow-up attacks.

No, the speed boost is for the purpose of the Sweep calculation only.
Jaffar can't double anyone if he initiates combat, but if a mage attacks him he can double them with windsweep. It just means you'd need to build him out as mage bait.
