How Does Guard Work?

Guard works by reducing your foe's cooldown, I can understand that much, but the wording of "per attack" is kinda... vague. Is it -1 cooldown per time your foe attacks you, or - 1 cooldown per time you attack your foe?
Basically, assuming no other skills are in play (no Heavy Blade, no Steady Breath, etc.), does it cancel out the cooldown charges your foes gain from attacking you, or does it cancel out the cooldown your foe gains from being attacked by you?

No matter who attacks, your opponent suffers -1 cooldown charge. So if your opponent does not have a cooldown accelerator, they gain 1 charge either by hitting you or by getting hit, and you then inflict -1 charge to bring that to 0, so they don't charge at all.

Both, your foe doesnt gain charges when you have guard active.
Example Arden with Close Defense 3 and bonfire gain no charges when he fights someone with guard or Special fighter.
But if he has Heavy blade or SB he can gain charges when the skill is active.
