How to build this shigure?

I was lucky enough to pull shigure out of the new banner. His IVs are +Spd -Atk. Im happy about the speed boon since it puts him on 40 speed, what seems to be great...but how can I fix his attack? Any ideas how I could build him? Thank you already!

Well, first of all you can refine Harmonic Lance for attack, and it also helps a lot with damage since it gives +10 damage to special. He can also benefit from Flier Buffs and can run something like Fury(43 speed without buffs as well), or even Threaten Defense if you don't use him in your Flier Emblem team. +Attack seal also helps in case you don't plan on running anything else.
