Moonbow on Kagero is definitely going to help her -Atk out. If you have flier emblem though, that's her best place to be in. Even at -Atk, she can easily reach 53 Atk with one hone and Fury, which should be run together with Desperation because Fury safely gets her in that range and has decent speed, which Fury+hone help it out as well. If you have two others who run goad, she's going to be a fearsome aggressor. Keep her goad since other fliers will benefit from her too.
Sharena could use a bit of skill inheritance. Nino beats her as bladetome with 1 more Atk and how easily accessible she is for merges. I think she would do well as a mage bait because of her high res. Run Moonbow and she will always proc it because she can easily double with her high speed. Run G tomebreaker from a 4* Henry so she can double other green mages that are quite speedy like Nino. For C skill, it can be pretty much any buff skill to help out her team or if she wants to deal more damage on someone, she can use Threaten Res from a 4* Nowi.
