How to build a -hp+res H!Niles?

I can't afford summoning for a better iv. Not the worst, it seems to me.(Cause of the boost in Glacies damage.) I don't have any of the fighter skills to inherit sadly, but I know I can still do something with him. (Or so I hope.) I did think of giving him a slaying bow+, but i'm unsure where else to go from there...

Spd Refine on bow
SS, Desperation, Atk Smoke/Armor buffs
Armored Boots

Pretty cheap and should make him useable.

Edit: You could even keep his Atk/Spd Link and have an ally move him around the map with Swap/Reposition/Smite.

His IVs aren't the worst, they're still useable and it shouldn't affect his combat too much.
