I have someone in my friends list that has one, and that ones plus atk too, but Iv'e never seen one in the arena as well

Yeah that's a tough nut to crack.

I haven't hit a +10 in Arena yet, but I have in Assault, and since you can preview, slotting in a Firesweep Sword (I have used NY!Camilla) or Desperation Falchion works fine against him. I would think a well built Julia or Deirdre should work well too.

I usually run my enemy phase W!Tharja in Arena, and she has been able to lure and kill the Grima's I've seen so far, so I haven't noticed him to be a run-breaker yet. I am in T20 most weeks.

Yeah, you’re right. This Julia kills him outright.

She can blast through a fortify on him, and since I always have attack buffers nearby for her to benefit from, at the minimum she would be able to hit Fallen Robin for a ridiculous 94 attack, and maximum potential puts her right at 99 thanks to a hone and a drive, which would blast through a triple Ward and a spur res in one shot.

I ran into one once and with my Alm it was a piece of cake.
