H!Henry with Close Counter?

Hello,

I have a H!Henry with +Res/-Spd for IV.
I am unsure whether he can work well with these IVs, as I will likely never have Bold Fighter to give him. I already have an Amelia, so I am not looking to fodder him off for Armor March, though I would think an Armor team typically has two units with Armor March?

With these IVs I thought he might be a good Dragon Counter if I gave him Close Counter from the free Takumi, but not sure what all he would need.

Any suggestions would be appreciated.

Yes, he can still work well with these IV's.
Give him owl tome (+def, or spd if you want to patch it up further), close counter, and quick riposte and he should still work well as an enemy phase unit. With armor buffs and owl tome support, his speed should still hit pretty high levels. The seal should definitely be a ploy with your monstrous res, so probably atk ploy. On mixed teams, you can even replace armor march with spd ploy, and with the previously mentioned buffs and support, he should be able to prevent doubles and double a lot of enemies, even on player phase.

I have a +spd/-hp owl tome +def H!Henry. He's pretty decent in low-mid tier arena, but doesn't really do too well in high tier arena without vengeful/bold fighter

Yes definitely! Mine is +atk/-spd, owl tome, I kept armor march because I needed it. With armor buffs and combat boosts from the owl tome his speed will still be about 41 on average. Neutral spd or boon are not needed.
