Hero Fest Question

Hi all! So I wasn't around for the first Hero Fest and I'm slightly confused.

Does the 5% starting focus rate ONLY apply to the Hero Fest banner? I assume yes but I want to make sure.

Yes it starts off as 5% for focus and 5 star. The first hero fest is still best banner by far. I regretted not going on it more and just skip all other banners. If anything, just do hero fest banners is best choice imo.
