Noontime with slaying axe has a cooldown of 1 turn. As a slow quick riposte character, his encounters where he can counteratttack will allow him to activate Noontime every time he attacks. Of course Noontime only heals 30% of damage dealt so his healing will be minimal when he uses it, but with his high defenses, he wont take much damage in the first place. Not necessarily the best option, but certainly worth testing.
