Yes, He still have a high attack. Anyways, you can always buff him to hit harder.

I have a -atk+spd and hes still good as long as you give him the right skills and allies that can buff him

He is, while there is more optimal Hector. Even a bad roll Hector is better than half of the roster.

You may as well cash in his 40 def and get Bonfire or Ignis as his special. That's extra 20 damage per 3 cooldown or 32 damage per 4 cooldown.
