Have two Veronicas which is better

First one is minus res plus def
Second is minus HP plus Atk
I’ve had the first one for a while gave her fortress def I know pretty weird should I keep the first one or build upon the second one I pulled?

-HP/+Atk is definitely a really good IV, use that.
As for A skills, I would just go with Atk + 3 or Spd + 3, unless you have Atk/Spd Push or Atk/Spd Bond available.
