Hardy Bearing blocks Sacae's Blessing?

So, Hardy Bearing is supposed to cancel effects that change attack priorities-- does that mean I can craft the seal and put it on Fjorm (for example) and she would be able to counter brave lyn?

Hardy Bearing only cancels effects that change attack priority/attack order. For example, Vantage and Desperation both allow units to attack before the foe can counterattack.

Sacae's Blessing just blocks counter attacks similar to how a Firesweep weapon does but without the drawback of a Firesweep weapon.

An easy way to counter B!Lyn is with a dragon using Lightning Breath refined (or any breath with Distant Counter) since the dragon will target her lower Def and kill her. One of the best bulky dragons to counter her (and Reinhardt) is DC Myrrh with Iote's Shield SS, but if you don't have one you could always promote a 4 star Nowi.

Attack priority is not the same as being blocked from attacking completely if I recall.

By priority they mean order. So at the moment, it blocks vantage and desperation specifically.
