Half Budget Build for Zelgius

From the last banner, I only get 1 Zelgius with not so good IVs +Res -HP

1.- Without Steady Breath, Vengeful Fighter, Bold fighter,Wrath extras for inherit, i have only few options
A)slot Fury-3 or Fierce Stance 3, Death blow-2 in case of player phase
which do you recommend?

If I go with Fury-3, the idea for B is Vantage, in other case QR-2

2.- With the HP on 43 is still at least usable Panic Ploy-3 outside of Armor Emblem??

Weapon and Special will be the default.

3.- in consideration for the Fury-3 (the only available at this moment), i was also thinking on use it in Brave Lucina +Res -Def.
She is better candidate for the skill or Zelgius??

I'm not so sure there is any bad Zelgius because he is one of the few units that can work with any IV set. But having said that, there are optimal builds for different IV sets. Fury+Vantage as you mentioned would be great on him. Because he has Res boon, he can better deal with mages that aren't blue nukes like Reinhardt and especially Micaiah but if he's in Vantage range, he can potentially take them out with a charged special. Reinhardt has a bit of physical bulk so do not attempt to Vantage bait if you don't have Black Luna ready. Add on a QR seal and you're good to go. Distant Def works just as well, boosting his defenses up even further when countering vs. range. You can keep his default panic ploy. You never know when low hp glass cannons you can hit it with show up.

Right now I'm using my +atk/-spd Zelgius with:

Alondite
Swap
Black Luna
Fierce Stance (because I don't have Steady Breath fodder)
Vantage
Ward Armor
Quick Riposte

He's basically a red Hector, and he's doing great in tier 19.5 (don't have enough merges to stay in T20).
Just don't make him take more than ONE magical hit.
