B Skill: Wrathful Staff 3
All things considered, Arete would make for an interesting Grand Hero Battle, especially with a strong staff and Infernal enemies carrying Escape Route to 'port back to her and get healed up before returning to attack your units.
While she never carries Bifrost in-game (and Strategists cannot carry it, due to lacking the necessary S-rank), Bifrost is the only legendary staff in that game, and a legendary healing staff would be pretty cool imo. An alternate setup could have her carrying Enfeeble+ (which could reduce Def or Res), or forego the Troubadour build entirely and have her as a mage cavalier.
I might consider doing a few more of these for villains such as Hierophant Grima, Selena (the Flurospar), or Garon, but that's largely dependant on time constraints and whatnot.
Answers
It'd make things challenging for sure, especially since most players don't use healers in their teams. Full offense isn't always the way to go, and I'm hoping that- if IS somehow miraculously decides this idea is worthwhile -it'll push towards more sustainable teams, as opposed to ride-or-die offensives like B!Lyn, Reinhardt, and two dancers.

I'm glad people besides me want the mother of the best FE character in Fire Emblem Heroes. If they added the Children of Fate, they can add the Parents of Fate.

However, this was my build. I loved the Bird Spirit and wanted to model her tome after that and her affinity for singing.

I wouldn't say Azura's the best FE character, but I found her mother to have an interesting enough arc in the few snippets we see her in to come up with this build.
I couldn't help but notice a few discontinuities in your build though. Forgive me for intruding, but I'd like to point out a few things that seem a little bit off.
Firstly, her stats still add up to a Base Stat Total of 146, which is nothing in of itself, but it's also the same as most cavalry mages, which means she isn't held back by the obligatory reduction in BST due to being a dancer/singer unit.
Another thing is that, according to my sources (which could very well be inaccurate), Arete never used the Bird Spirit in Fates or even in DLC. She used either the Rabbit Spirit or the Ragnarok tome. That's just me being a little nitpicky about detail.
Lastly, your B!Azura carries two unique skills in Silent Dragon's Aura and the Cursed Pendant. Before the most recent banner (World of Dawning), even the prior Brave units have only ever had one uninhertiable skill. That seems a little unfair, but again, just me being nitpicky.
The Cursed Pendant, on the other hand, seems to be in the wrong spot. Sure, the Recover Ring, Follow-Up Ring, and Warp Powder are all B slot skills, but they also follow the same trend of all those skills having to do with movement or changing the flow of battle. The Cursed Pendant increases stats, and should thus be an A slot skill.
Overall, it's an interesting idea, and you should be proud of all the unique ideas you've got.
