Got another Hardin with good ivs from a free summon

I managed to free-summon Hardin from the vantage banner. He also has decent ivs (+atk, -res). I was wondering, should I fodder off my extra Hardin for bold fighter or should I merge him with my current Hardin (+def,-res)? If the former, who are the best candidates for bold fighter? If the latter, should I go for more raw power or more defense?

If you are using him in arena then sure merge him but if the unit that you are going to fodder it off to is a 4-3* unit then fodder him off since you'll be able to +10 the unit.
If not then either way is fine.

Should I fodder off bold fighter to a unit who has a nuking set? I like the mixed-phase set as well, but we only have one QR seal. I kept the seal on Hardin in my armor emblem team, since he is currently my only unit with bold fighter, making him my only mixed phase attacker.

Depends on who else you have in your armor team. I got 3 Hardins on the original banner and stuck with +atk/-res (bearing in mind the other IVs were trash). I gave one bold fighter to Black Knight and merged the last one to give Hardin +1 hp/atk (and a nifty blue background). First engagement guaranteed black lunas are pretty wicked.

Here are the current members of my armor emblem team:

Male Grima (neutral ivs): standard vengeful fighter set
Hardin (+def, -res): mixed phase generalist
Zelgius (+res, -def): QR set
Halloween Jakob (+HP, -res): close counter+ wary fighter

other members:
Valentine Lyn (+atk, -def): defensive owltome
Black Knight (neutral): vantage set
Vanilla Hector (neutral): omnibreaker
Effie (+res, -spd): magic wall

OG Hector, with QR built into his weapon, is also able to run the Bold Fighter + QR combo if Hardin keeps the QR seal. However, the omni breaker build is arguably better.
