Good users of chill speed?

Ironically, I got pity broken by a fallen Celica with trash Ivs. I was wondering who could best utilize her b-skill. I'm thinking young summer tiki, or possibly summer Camilla (I have emblem teams for both). Am I missing someone, and does anyone have any suggestions?

Flying Tiki I like with chill spd if she has +spd or a lot of flier buffs. You're probably giving up the possibility of settling for blocking a double from someone like Karla and letting QR do the rest.

Firesweepers can use chill spd quite well

Units with desperation weapons can also use it.

Soren might like it, but he also might like desperation

Lu Bu is of the opinion that chills belong on support units, and I think they do belong on support units (though maybe not support units only.)

Support Marth can make great use of it.

I gave it to my Corrin, so he can double anything that has less than a 50 speed. But to answer your question I think that a fast and a bulky unit ( such as Nephenee or summer young tiki) will be perfect candidate.
