Is This A Good Felicia Build?

It's good, the ploys are really good for her.
Though the Cancel affinity is kinds Iffy for me.

I remember when you were posting about Felicia earlier. You're doing pretty well!

Several points:
- As others pointed out, TA+raven isn't super common. I do run into some myself, and they can be quite annoying, but glacies really does hit incredibly hard and they often won't survive anyways so I'd say you're fine without CA.
- If you're planning to fight super-fast mages, I would recommend spd ploy. 40 spd is good, but Nino can have 39 just as an IV and Lewyn has 40 without an A-skill or even a boon. Even with spd ploy you might not find a natural double, so if you're not going to use desperation, QR is a good idea.
- Def ploy would be more to support teammates than her mage matchups. Every mage except maybe TA+raven and maybe W.Tharja dies to the glacies. If you're trying to get more damage out of her against non-mages, you're actually better off with res ploy because most units have worse res than def.
