Does he have bad IV's?
if so then yeah fodder him(since you won't use him that much) though I don't recommend to fodder him for QR, We have Subaki for that, Fodder off infantry pulse or Fierce stance instead.
if not then Don't, he's pretty good and you can use him for AA.

Mine is the same IVs and I considered foddering him too, but I didn't and I definitely don't regret it. I got a lot of value out of him for a long time, and eventually decided to give him Warding Breath and Aether. Absolute beast. I still consider him by far one of my best AA Green units, even if he isn't on my main arena team (due to lack of merges).
Besides, if the Effie or Gwendolyn are going to be units you use a lot, don't settle for Quick Riposte ever. Go for Vengeful/Bold Fighter imo or not at all. Maybe Wary Fighter.

QR 3 can be obtained by spending feathers on Subaki.
Dorcas is Infantry Hector, which is good, because being Infantry helps fight against Armor Slaying weapons and Thani.
Build him up with default kit (Maybe change the C skill to something else), and keep him for Arena Assault, at least.

Are you new to the game? This section is for questions like yours, but I'm wondering whether you've thought about the questions yourself before asking for outside opinions.
The reason I wouldn't fodder him to either of the two candidates you offered is because those two want vengeful fighter, not QR. Meanwhile, there are a lot of units that want QR.
Besides, you actually have an excellent IV. When characters get doubled, they take less damage from res or def twice, so HP is the least damaging bane. The res superboon helps him develop mixed bulk if he uses warding breath or distant def. I'm wondering why you don't use him more? Maybe you tend more towards player phase units?
