Free summon per banner?

I saw something about this mentioned but didn't see a date listed anywhere. Anyone know when this will be introduced?

Every banner starting on and after August 7th will let you have a free summon (except pre-existing ones)

Is the first summon just the first 1 hero you summon, or the first 5? Is it the first summon every time or only the first time?
