I think it's a merge opportunity. You can give someone his galeforce, but it can be gotten from a promoted Cordelia, or you can give someone his A skill which isn't really that strong. So merging the new one into the neutral Roy will be the best thing to do imho.

Or if you really want to give his A skill to someone... maybe someone like Corrin (F) if you have a good one. Just make sure to feed whoever you choose a 4* Virion (Night Sky and Astra) and someone with darting/armored blow 1 first so that you can get both levels of the A skill and Galeforce.
