I have a -def +atk Athena, but I also have a heavily SI +atk -res ike and neutral lucina so I don't see myself ever using her. My Olivia is a -hp +spd 4 stars +3

Kind of answers my question. lol Basically, it's really good to have not only a dancer, but a surprisingly competent fighter.

Why is this Wo Dao Olivia thing a...thing, again?

Why wouldn't it be a thing?

What better choice of weaponry does Olivia have?

Wo Dao + Moonbow is pretty much the strongest build a sword unit can have (outside of legendaries).
