Finally pulled a Halloween Jakob, but...

Finally was able to pull a Halloween Jakob, alas, he his IV's leave much to be desired. +Spd/-Def...
While I'm excited about him, and it's not the WORST IV's... I'm still debating on whether he's worth using or not... Thoughts?
