Fire Emblem has been doing that since Nowi at least, then Kana with her armor showing her inner thighs and underwear and where her cleavage would be if she wasn't 8. Seriously though, someone in the art department for Fates and Heroes had a massive thigh fetish as near every woman has bare thighs and exposed underwear, even the riders and the heavily armored.

It's kind of sad how accurate this is.
