FALLEN Celica indeed...

I summoned two fallen!Celicas and both were -spd. I'm tired of summoning, so I merged them together; she is +HP. I guess my question is, what A skill should I give her? I don't want to give her Fury. I initially wanted to give her Death Blow, but upon discovering that she's -spd, my mind is leaning toward Darting Blow. But I was suggested to make a more defensive build out of her, but the best A skills for that require high investment. What should I do?

If you have Life and Death or Swift Sparrow available, I'd recommend using those skills to capitalize on her offensive power. If you are only considering Death Blow and Darting Blow, consider these numbers:

Death Blow allows Celica to hit 61 Atk / 36 Spd (full health) and 57 Atk / 32 Spd (otherwise); Darting Blow allows Celica to hit 55 Atk / 42 Spd (full health) and 51 Atk / 38 Spd (otherwise) instead.

I think that if you plan to have Celica only attack when she's at full health, then Darting Blow would be the better option since 42 Spd allows her to double a lot of enemy units. In situations where she isn't at full health, Death Blow is probably better to ensure that she kills squishy units in one hit because 38 Spd boosted isn't very impressive.

If she also had Spd+3 and Hone Spd support, then maybe you can consider Darting Blow even outside of full HP, as she reaches a very respectable 45 Spd when she initiates. In the same vein, an Atk+3 and Hone Atk support with Death Blow will pretty much turn Celica into a one-shot physical nuke against decently bulky units that aren't blue, as she reaches 64 Atk when she initiates below full HP. Just pick the option which appeals the most to you.

She shouldn't be built defensively because if a ranged unit attacks her and chips her HP, it would be a waste not being able to damage the opponent with her boosted stats from her weapon. She's a natural initiator so you either want to deal the most damage possible with high attack or ensure doubles. Death blow wins from a purely 100% initiation (meaning she's attacking at full HP for the first time). This is best when you want to take out the most threatening unit fast, and would be even better if the target was debuffed by chill spd. But if you're not running chill spd, darting blow will provide more mileage in terms of staying relevant throughout the battle. Still, the best use of her death blow build is if she continues targeting the unit debuffed by her chill spd. In those cases she doesn't need spd as much and would like to ensure a kill by dealing the most damage. She still would need the Spd sacred seal in all of these builds though.
