Even Speed Wave

I have a +hp/-spd Karla, and a +atk/-spd Karla. I'm thinking of keeping the +atk/-spd Karla and giving someone even speed wave?

Which heroes would benefit from this skill the most?

Just about anyone with a base speed of at least 34 in my opinion,specifically Bladetome mages and speedy units.
