Enemy Phase L!Hector special

On his page it shows Bonfire as the preferred special for his enemy phase build, and mentions that the one he comes with is a good choice if Bonfire is unavailable. Wouldn't ignis be preferred over bonfire in this case since it will take the same number of charges to activate when under Vengeful fighter's effect, making it free damage so long as he remains active only in enemy phase and within vengeful fighter's health range?

No. Vengeful fighter only gives you cooldown when you ATACK on counter. Meaning that you only get to use a 3 cooldown special. Its not steady breath that gives you cooldown for atacking AND geting atacked on enemy phase

Your math is wrong if Hector's axe ability doesn't activate. Ignis takes 4 turns. Enemy hits Hector, 4->3. Hecctor hits enemy, 3->1. Enemy hits Hector, 1->Ignis ready. Hector hits enemy, Ignis used->4. In the end, I'd still say Bonfire is better just because Ignis is overkill.

That is true.
But you want his axe's ability to activate, so he can take less damage and still dish out damage with a special.
So, Bonfire is better on Legendary Hector.

Just noticed that and was coming back to double check this question, at the time I did misunderstand vengeful fighter since I haven't had a unit running it before, thanks for the answer, makes a lot more sense now.
