I got 2 elise on the legendary banner, one +atk and the other +spd, both are -hp, which one should i keep?

Definitely +Spd. 35 Speed with Speed+3 as an A skill and S seal gets her to 41, with a Hone Spd it's 45, making her able to double most units.

prefer heal potency and one shot frequency or mediocre chance of survival by counter atk ?

+spd She needs defense from speedier units, tho if you make the perfect build for her youll see that nothing matters. Just chaos and death everywhere...

My Elise is also Spd+/HP- and only has her standard Assault staff and an Atk+3 Seal to her name, was all alone in the final map of the Tempest Trial and she, SOMEHOW, pulled it off all by her lonesome with hit and run tactics and being able to double these two every time. XD

I say keep the Atk+ just in case you need a bit more power for your healing and a player phase check against Reinhardt if you got spare Genny or Bridal Lyn from the Legendary Banners to fodder their Wrathful/Dazzling Staff skills.
