I managed to pull my first Elincia which I was really excited about since she’s one of my favourite female characters. However, her IVs aren’t great, -atk/+def. What should I do with her?
42 Atk is ass.
You could try her base kit Deathblow 3 to push her up to 48 plus a Hone Flier buff that can push her up to 54. If you don't have Hone Fliers, you could try a mixed team with Atk Tactics 3. Another option is to use Brazen Atk/Res 3 seal with her Ardent Sacrifice to get +7 on top of +6 from Death Blow.
Flier Formation isn't worth foddering imo.
Mine is +HP -atk (+1 merged, I got these IVs twice, thanks game). I gave her LnD, desperation and Luna, and she is in a full goad fliers team. With +12 atk/spd, she reaches 59/51 (without merges), which is really impressive for a quad unit.
Losing 12 damage per battle sucks, but she can still shine if you give her heavy support.
