so recently ive been getting a few 4* effies but my question is whether its better to build a +def -spd iv or the +hp -spd iv set effie, i also plan to give her distant counter for the fun of it,

Probably better to go with +Defense.

Effie's best iv is +att -spd.But +def -spd will work fine since it increases her bonefire/ignis damage.

Depends on your fodder. +hp is going to make her a fantastic user of panic ploy. And panic ploy is pretty damn useful. It also improves her resilience to to magic attacks, ghiving her a higher threshold. Defense helps her stay in her lane, and is the more traditional go-to.

Things it depends on: available fodder, other armor users you have, pve or PvP oriented, and which areas you havr the most trouble with.

I'd go with +Def one for now. It's one of her best iv, especially if you want to go tank and spank build. The attack boon is great to pair up with heavy blade seal to wreck offensive havoc especially if you go brave spear and 2 cd special.
