That's a tough one but I think +Atk/Res is ultimately better. He doesn't have much of a Res stat anyways and he'll be less of a noodle with 51+ Atk. Not to mention an HP bane takes away from his solid Defense bulk and his Panic functionality.
The main magic threats in arena are the Dragon trio (M!Grima/L!Tiki/H!Myrrh). Special Fighter should help him win or preferably survive an encounter with Grima. He should never be engaging with Tiki and Fjorm/someone else can handle Myrrh.
Since he doesn't have a prf Weapon atm, won't need to run DC in arena (unless the bonus unit is an Armor and you want to run an Armor buff in the C slot. Then use DC and that skill.). You can swap in Brazen Atk/Def in its place.
BTW: For PVE maps, you can run DC/Wary Fighter/QR and he should double foes on enemy phase. I do that with my Sheena sometimes. In that case, +Spd/-HP would be better but that's up to you. Stick with +Atk/-Res if you care more for Arena/ having Fire Power.
