Does Fólkvangr (refine) + Brazen Ata Def stack?
Would my Alfonse gets +14 Ata/Def when he is lower 80% hp?

What other heroes can use Brazen Ata/Def?

It wil stack. In fact it is a pretty fun combo if you ask me
Many tanks can use that skill, ares already has it and its great

Winter Chrom has it too.

Running Atk+2 S-slot, Sack’o’Gifts (Atk) + when Brazen activates he’s got 67atk, in enemy phase it’s 69atk!

Before armour buffs too! So much fun

I'd say the best users are walls that don't bother about speed or those with good speed like Nephenee, especially combine with her native Wrath. Walls with middling speed may find a speed boosting skills saves them from doubles which means half damage. Alfonse is the first category and does make good use of it.
