Does TT rank only people who play or every account ever made for Fire Emblem Heroes?

Considering there are probably tens of thousands of accounts around the world that people no longer use for a variety of reasons I was curious how many bottom brackets do you think they fill up on there own? It should be impossible to rank too low because of them, right? Or does it only rank people who have actually played the Tempest Trials?
