Does Restore+ do what I think it does?

If you have B!Veronica and she debuffs you, can you de-debuff allies? Then it would be easier to kill her. That would possibly be a super sick Veronica counter. Also, wouldn't it be better for full supports? It restores 10 less than normal, sure, but it gets rid of Panic Ploy and literally everything that can happen to a unit. Why doesn't anyone use it?
Also, completely unrelated, but why the +Atk -Def Reinhardts I keep seeing? Lack of IVs or is it more optimal than -Spd now?

It does do what you think it does. Personally I could never use it because healers don't score well at all in arena. It's also locked to 5* Nanna, which although isn't super exclusive, makes it a tough decision when you could just be building another unit when healers perform their roles well enough with their default staff and heal.
The reins are probably just a coincidence, I can't imagine a situation where -def is better than -spd.

Restore vs Recover is only a 5HP healing difference.

I personally think Restore+ is the best healing skill available, and have mentioned so on a H!Mia thread or 2.

Wait, are you sure? I thought it was (unit atk)*2+10, not (unit atk+10)*2.
I might just give it to my Elise, or wait for a B!Veronica or Maribelle since my Elise is -Spd lol.
