Does a Hone Atk/Spd C-skill stack with Hone Atk/Spd seal?

Say my Olivia has a Hone Atk 3 in her C-skill. If I put a Hone Atk 3 seal on her, would the effects stack (+8)?

No, visible effects don’t stack. However buffs like spurs or drives do stack.

What about equipping my Olivia with a Hone Atk 3 in her C-slot and Hone Spd 3 seal? It would still buff both Atk and Spd right?

Yeah. He meant that if speed is buffed by hone spd 3 and spd tactic only the tactic spd buff will be applied. Hope you got the point here.
