Does Flashing Blade stack work with Phantom Speed?

I mean does it give an effective +10 Spd with the Phantom seal? I think I once ran into a Mia with that combo.

yes, since flashing blade compares speed stats phantom speed does work with it.

it doesn't just flatout give mia +10 speed, it only adds 10 speed to her original stat when comparing, so that she gets the double special charge

That's wild, so even a -spd Mia can still be good

Mean to ask if that *effective* Spd lets you double. Does it?
