Does Flame Siegmund work on enemy phase?

Its description is kinda similar to Follow-Up Ring's, so I assume it works similarly, right? Like, you don't have to initiate to have the effect kick in, which basically makes it Quick Riposte and Brash Assault in one skill without the HP requirement? Or is it really player-phase only?
